Sentences of two and a half years imprisonment for low-level street supply of methylamphetamine involving very small quantities of low purity, where the offender was supplying to fund personal drug use and had to procure the drug for each transaction, are manifestly excessive. A sentence of 18 months imprisonment is appropriate in such circumstances, even where the offender has prior drug-related convictions. A head sentence of around three years imprisonment is appropriate for supply of schedule 1 drugs at a higher level of offending, particularly where there are other drug offences, the offending occurs over a lengthy period, or the offender is on bail or parole.
