A sentence of five years imprisonment with a three-year non-parole period for importing approximately three kilograms of pseudoephedrine (more than twice the commercial quantity) by a principal offender with a manufacturing laboratory is not manifestly excessive. The approach of deriving a proper sentence by mathematical calibration from sentences in cases involving substantially different quantities is rejected. Non-parole periods for Commonwealth offences are not governed by any rule of thumb but are the result of discretionary determination taking into account all circumstances.
