Under s 17(1)(b) of PAMDA, vacant land is 'residential property' only if the planning scheme map identifies it as an area where residential use is the preferred primary use or one of the preferred dominant uses. The mere possibility of residential development within a planning domain is insufficient. Where the map description is ambiguous, reference to the planning scheme's intent statement for the relevant domain is permissible, but reference to assessment provisions, development approvals, or the parties' contractual intention is not. The relevant 'area' is the most precise area identified on the planning scheme map for the subject land, not a wider area including adjacent domains.
