A sentence of three and a half years imprisonment for supplying less than one gram of cannabis sativa in an impromptu, unsuccessful attempt is manifestly excessive, even where the supply occurred in a courtroom and the offender had an extensive criminal history. Where a sentencing judge imposes concurrent sentences, the head sentence must be justified either by the gravity of the offence to which it is attached or as a global sentence reflecting overall criminality; it cannot be justified on the basis of the former if the offence does not warrant it.
