There is no well-defined and constraining sentencing range for stalking offences given the wide variety of cases. A head sentence of two years' imprisonment with parole after 12 months was within the permissible range for stalking over five months including a bomb hoax, where the offender had a paranoid personality disorder, lacked insight and remorse, and continued to express hostility towards the complainant. General deterrence may be of reduced significance in stalking cases where the offending is driven by psychiatric abnormality falling short of insanity; personal deterrence is of greater importance in such cases.
