The physical transformation of primal meat cuts into retail-ready products (cutting, trimming, mincing, packaging) constitutes 'manufacturing' for the purposes of WorkCover Industry Classification under the Premiums Order, notwithstanding that the processor does not own the raw materials and operates under a service agreement with a single customer. The contractual characterisation of the relationship does not determine the classification of the predominant activity, which must be identified by reference to the kind of work performed at the workplace. Where an employer's activity falls within a classification, the employer cannot avoid that classification merely by failing to identify an alternative.
