Under the Transport Act 1983 (Vic), once a decision-maker is satisfied that a taxi driver applicant meets all statutory suitability criteria (public care objective, technical competence, health), there is no occasion for separate consideration of the effect of the accreditation decision on public confidence in the taxi industry. The 'suitable in other respects' provision in s 169(1)(b)(ii) is a catch-all for matters not already covered by the first two requirements, but does not mandate a public confidence inquiry. Past conduct must be assessed in its full factual and legal context, not reduced to a bare physical act.
