The mitigating effect of a youthful offender's age and rehabilitation prospects must be reflected in the head sentence, not merely in the non-parole period. A head sentence that does not reflect these factors cannot be saved by a favourable non-parole period. While youth and rehabilitation may be displaced by general deterrence for serious offences of alcohol-fuelled violence, the sentencing judge must still account for these factors in the head sentence.
