A development control plan is a matter a council must take into consideration under s 79C(1)(iii) of the EPA Act and is entitled to significant weight, but is not determinative and does not require refusal of consent even where the proposed development does not comply with specific DCP provisions, provided the council forms the view that the overall objectives of the DCP are achieved. The word 'frontage' in a DCP context means land abutting a road, and a lane with the physical characteristics of a road constitutes a 'street' for this purpose.
