A Minister's statutory power to withdraw land from a Crown lease (under s 136 of the Crown Lands Act 1989) is not a 'restriction on the disposition' within s 14I(1) of the Valuation of Land Act 1916 (NSW), even where the lease refers to that power and provides that no compensation is payable. A no-compensation clause in a Crown lease restricts compensation, not disposition, and therefore falls outside s 14I(1). The land value of Crown lease restricted land must be redetermined without treating such clauses as restrictions on disposition.
