The 'after value' of a lease for change of use charge purposes reflects the effect of the lease variation on the scope for using the leased land generally, and should not account for the lessee's particular development plans unless those plans have been incorporated into the lease itself. Standard build-and-develop clauses in ACT Crown leases do not refer to any specific approved development and cannot be read as imposing an obligation to undertake particular works approved by a development approval. Condition 11 of a development approval merely summarises statutory time limits and does not impose an independent obligation to construct approved works.
