A victim impact statement that discloses only the psychological effects of an offence on the complainant, without containing any account of the offence itself or any inconsistency with trial evidence, does not provide a basis for an application under s 671B(1) to examine the complainant or obtain details of treating practitioners. The speculative possibility that medical records might contain inconsistent accounts amounts to a fishing expedition that the Court of Appeal will not permit.
