The use of a vehicle as a means of causing fear to an individual is normally likely to be met with a sentence of imprisonment. Compensation orders should not be reduced to the insurance excess merely because the victim had insurance; the full loss remains compensable. The abnormal mental state of an offender short of insanity, including grief-related provocation, may be reflected in the manner of serving the sentence (such as immediate parole release) rather than in avoiding imprisonment altogether.
