A coroner's uncommunicated conclusion about whether to refer information to the DPP under s 48(2) of the Coroners Act 2003 is not a reviewable 'decision' under the Judicial Review Act 1991 (Qld); a reviewable decision arises only upon outward manifestation. Even once manifested, such a decision does not affect legal rights or obligations and is excluded from the entitlement to reasons as a decision relating to the administration of criminal justice. The question whether the Tang criteria require the decision to affect the rights of the aggrieved person (rather than only the decision-maker's own obligations) was expressly left open.
