The Commonwealth Electoral Act 1918 (Cth) does not evince an intention to govern the registration of political parties or the use of abbreviations for State election purposes; a refusal by the AEC to register an abbreviation under the Commonwealth Act does not preclude a State electoral commission from registering the same abbreviation under State law. State ballot paper provisions that mandate use of a party's registered abbreviation are reasonably appropriate and adapted to serve the legitimate end of fair and orderly elections and do not impermissibly burden the implied freedom of political communication, particularly where the abbreviation was chosen by the party itself.
