A substantial increase in the maximum penalty for child sexual offences (from 14 to 20 years) renders pre-amendment comparable sentencing decisions of little utility, even though the increase need not be reflected in proportionate increases in individual sentences. For indecent dealing with a child under 12 by a person in a position of trust, involving two offences with escalation, no guilty plea, and no remorse, a sentence of 18 months imprisonment with parole eligibility after 9 months is within the sentencing discretion.
