Where there is compelling evidence of genuine remorse — including voluntary confessions of additional offences to police, pre-complaint apologies, and unsolicited disclosures to third parties — the sentencing discount should fully reflect those subjective criteria, not merely acknowledge them. Delay between offending and reporting should not be attributed to the offender where the complainants chose not to report and the offender would have confessed had they done so. An offender who voluntarily confesses to additional offences unknown to police should receive a lesser sentence on those charges than on charges arising from complainant reports.
