In drug trafficking sentencing, impressive rehabilitation (drug abstinence, counselling, redirection of life), combined with a guilty plea and responsibility for a dependent child, must receive meaningful reflection in the parole eligibility date, even where the head sentence is within range. The R v Frame principle that an applicant is bound by submissions made at first instance does not apply where the sentence actually imposed exceeds the submissions made on the applicant's behalf.
