The one-third parole eligibility date following a guilty plea is a general and flexible practice, not a rigid rule, and the proper exercise of discretion may produce many variants. A guilty plea does not automatically produce a one-third custodial component with additional mitigating factors requiring further reduction below that fraction. For high-level wholesale drug traffickers operating over short periods with commercial motivation, sentences in the range of eight to ten years imprisonment remain appropriate.
