A sentence of one month's imprisonment with total cumulation for a first offence of unlicensed driving (maximum 3 months) is manifestly excessive where the offender has no prior convictions for the offence and a fine would ordinarily be imposed. The increase in the maximum penalty for failing to stop after an accident from 2 years to 10 years in 2005 means the offence is now to be viewed as much more serious, and general deterrence is a significant sentencing factor.
