Under the Mining Act 1992 (NSW), the phrase 'finally disposed of' in ss 117 and 131 refers only to the Minister's grant or refusal of an application under s 114, not to withdrawal or abandonment. An application for renewal of an exploration licence cannot be withdrawn except by formal notice under s 130; informal withdrawal by oral communication or conduct is not permitted. Submission of amended details to an existing application does not constitute a new application or abandonment of the original.
