A sentence of two years imprisonment with release after eight months was upheld for a CEO who organised an entrenched fraudulent practice of forging phytosanitary certificates for timber exports, notwithstanding that the timber met all necessary treatment standards, the guilty plea was entered at the first reasonable opportunity after overcharging, and there was a delay of more than five years between detection and sentence. Rehabilitation during a period of delay carries limited mitigating weight where the offender's prospects of rehabilitation were always excellent irrespective of the delay.
