Practising law without a practising certificate, even without charging fees and even where motivated by a desire to assist friends, constitutes serious unprofessional conduct warranting a strike off order. The absence of professional indemnity insurance exposes clients to uninsured risk and is a fundamental concern. Misleading the Court and the Conduct Board about one's status as a practitioner compounds the seriousness of the conduct. Personal circumstances including advanced age, prior distinguished service, and the absence of incompetent work do not displace the public interest in maintaining confidence in the profession.
