Where judicial review proceedings largely turn on factual issues understood by the self-represented applicant and the legal issues are not of significant complexity, the proceedings are not appropriate for referral for pro bono assistance under UCPR r 7.36. The Court may instead appoint an amicus curiae where it considers it would be assisted by such appointment.
