An offender's need for substantial supervision to avoid reoffending cannot alone constitute 'exceptional circumstances' justifying departure from the principle that drug traffickers must receive full-time custodial sentences. The availability of intensive correction orders as a sentencing option does not alter this established principle. Recidivism that is not outside the range of commonly encountered circumstances in the ordinary run of cases does not make a case exceptional.
