The term 'residential purposes' in a planning scheme definition does not mean 'permanent residential purposes' unless the qualifying word 'permanent' is used, particularly where other definitions in the same scheme expressly use 'permanent'. Multiple defined uses under a planning scheme (such as 'Multiple Dwelling' and 'Holiday Accommodation') are not mutually exclusive and can co-exist as separate permissions for the same land. An application seeking approval for two separately defined uses is to be construed as seeking two separate permissions, not a hybrid use.
