'Structural flooring' in the definition of 'enclosed stage' under the Domestic Building Contracts Act 2000 (Qld) (and equivalent contractual definitions) means flooring that makes a structural contribution to the enclosure of the building, not all base or primary flooring on every level. For ordinary two-storey dwellings, the ground floor is structural flooring but upper level flooring on bearers and joists is not. The absence of a front door at the time of a first progress claim does not preclude entitlement to the enclosed stage payment where the door is installed before a second claim is issued.
