When sentencing for trafficking in methylamphetamine, courts may not have regard to the particular harmful qualities of the drug, but may take into account the increased prevalence of trafficking in ice as a matter of common knowledge justifying greater emphasis on general deterrence. The legislature is invited to consider reducing the quantities that constitute commercial and large commercial quantities of methylamphetamine under the Drugs, Poisons and Controlled Substances Act 1981.
