The broad discretionary power under s 27 of the Aboriginal Lands Act 1970 (Vic) extends to dispensing with the statutory quorum requirement for general meetings of the Trust where the requirement is being abused to frustrate court orders. The quorum requirement in s 23(4) is a machinery provision facilitating meetings, not a substantive right conferring veto power on resident members. Supplemental orders giving effect to earlier orders of the Court do not require fresh findings of oppression and may be made by a different judge. The cultural right under s 19(2)(d) of the Charter does not distinguish between resident and non-resident Aboriginal persons and does not support an interpretation of the quorum requirement as entrenching resident members' rights.
