General deterrence remains the paramount sentencing consideration for child pornography offences and cannot be moderated by reference to an offender's dysfunctional background or personality disorders unless Verdins principles (particularly principle 3 regarding impaired mental functioning) are properly enlivened. Rolled up charges involving multiple victims are of a different order of criminality to single-victim charges and must attract discrete attention and substantially higher sentences. When sentencing on mixed State and Commonwealth indictments, a sentencing judge must assign appropriate cumulation to each individual charge rather than adopting a 'shortcut' of fixing a single period of imprisonment to cover cumulation for all Commonwealth offences, as the latter approach carries an appreciable risk of not adequately reflecting the totality of offending.
