When assessing 'the only practicable means' under s 30(4)(c) of the RTAD Act, the court must separately evaluate each non-driving transport option to determine whether it is reasonably feasible, rather than comparing transport options against each other or against driving. Conditions imposed under s 32(b) must relate or be incidental to the s 30(4) consequence that was established; the court cannot use conditions to expand driving authorisation beyond that purpose. A weighting error in the exercise of discretion under s 30 does not constitute an appealable error unless it amounts to a failure to exercise the discretion.
