An intensive correction order sits just below full-time imprisonment and well above a good behaviour order in the sentencing hierarchy, and serves purposes including punishment and general deterrence — not only rehabilitation. It is erroneous to increase a sentence to full-time imprisonment merely because the offender lacks sufficient rehabilitation 'issues' to justify an ICO. For one-punch grievous bodily harm offences in the ACT, the sentencing range is approximately two years and six months to three years' imprisonment, with the possibility of service by ICO with onerous community service conditions.
