A court determining liquidator's remuneration under s 473(3)(b)(ii) must consider the evidence of work actually done and the factors in s 473(10), and cannot simply apply an ad valorem percentage without regard to the particular work required in the liquidation. Proportionality means the work done must be proportionate to the difficulty and importance of the task, not merely the ratio of remuneration to asset value. There is no separate statutory approach for smaller liquidations, and liquidators are entitled to remuneration for mandatory work that does not augment funds available for distribution, provided the work and charges were reasonable.
