The definition of 'recreation facility (major)' in the Standard Instrument LEP requires satisfaction of the general descriptive criterion (large-scale sporting or recreation activities attended by large numbers of people) even where a proposed development falls within one of the listed examples such as 'motor racing tracks'. The listed examples are illustrative, not independent bases for prohibition. Whether a proposed development is a prohibited use is a jurisdictional fact to be determined by the reviewing court, not by review of the Council's decision for legal error. Site plans expressly incorporated in conditions of consent may be referred to in determining the nature and scope of approved development, but general statements of fact and assertions of intention in supporting documents cannot be treated as conditions of consent. The majority and dissent disagreed on whether the evidence of likely attendance (up to 600 people) at a regional motorcycle facility constituted 'large numbers of people' for the purposes of the definition.
