Where access and possession of child pornography charges involve near-complete overlap in the material, cumulation of 12 months is disproportionate; in comparable cases cumulation should not exceed 6 months. Verdins limbs 1 and 4 require a causal link between the mental impairment and the specific offending conduct; a neuropsychological condition that affects general cognitive functioning but is not causally related to the particular offending will not reduce moral culpability or moderate specific deterrence for that offending. The absence of aggravating features (such as distribution, profit, or proximity to production) does not preclude a finding that child pornography offending is 'objectively very serious'.
