In cases of dangerous driving causing death where the offender was fleeing a genuine threat, the fear of pursuit reduces moral culpability only to a small degree where the offender was inside a vehicle affording a measure of protection. For young offenders convicted of dangerous driving causing death, rehabilitation as a sentencing factor takes less prominence than general deterrence, denunciation and just punishment.
