Additional charges against a co-offender that attract no separate punishment and are treated as particulars of the trafficking offence do not necessarily establish greater criminality for parity purposes, particularly where the applicant's own role involved couriering very large quantities of drugs and money. The parity principle requires assessment of overall criminality in context, not a mechanical comparison of the number of charges.
