A plea of guilty and an undertaking to give evidence against co-offenders, while powerful moderating factors, should not be treated as entirely independent and cumulative mitigating factors. Cases arising from a single conspiracy decided more than 15 years ago and not involving a breach of public trust do not demonstrate relevant current sentencing practices for public procurement fraud.
