A sentence of 15 years' imprisonment for possession of approximately 2.131 kg of methylamphetamine (80% purity, street value exceeding $2 million) with intent to sell or supply, after trial, is within the range of a proper sentencing discretion where the offender's premises were equipped for drug dealing, the offender had significant prior convictions, and the offending was primarily for commercial gain. An offender need not be the beneficial owner of drugs to be characterised as a 'high-end dealer-user'; the characterisation is appropriate where the offender's conduct and circumstances demonstrate involvement at a high level of commercial drug dealing. An offender's role in the hierarchy should not be considered in isolation from all other relevant circumstances.
