Where a sentencing judge makes a finding of special circumstances and partially accumulates a sentence upon a previously imposed sentence, the judge must take the accumulation into account when setting the non-parole period; a reduction of only marginally more than one month from the statutory ratio makes a mockery of the finding. Co-offenders who plead guilty within days of each other in the same proceedings should ordinarily receive the same utilitarian discount.
