When identifying the relevant 'scheme' for the Pointe Gourde principle, the scheme cannot be defined at such a high level of generality as the ongoing upgrading of a highway over decades. The scheme must be identified with sufficient specificity that the resumption forms an integral part of it. A limited access declaration made decades before a resumption for road widening is not part of the same scheme as the road widening, even though both relate to the same highway. If the scheme is defined broadly, the impact of the entire scheme on the land must be assessed, not merely one component of it.
