Official corruption by senior local government officers involving sophisticated schemes to disguise corrupt payments warrants actual imprisonment, and cooperation with authorities, pleas of guilty, and good character do not necessarily reduce sentences to wholly suspended terms. A sentencing judge may compare the criminality of non-co-offenders sentenced at the same time for the purpose of achieving consistency in sentencing without engaging the parity principle. A sentencing judge's reference to 'other matters urged in your favour' may be sufficient to demonstrate consideration of conditions of protective custody without express mention.
