Official corruption offences are inherently serious and call for general deterrence and denunciation, warranting actual custody even where the offender has no prior criminal history and the offending is not at the most serious end of the scale. Where a guilty plea is entered but there is no remorse or cooperation with authorities, one-third of the head sentence as actual custody before suspension is appropriate and not manifestly excessive.
