For commercial quantity heroin importation by a drug courier (1.77 CQ), a sentence of 5 years 6 months was manifestly inadequate; sentences for offending of this scale tend to approach double figures. A small financial reward to a courier does not reduce culpability absent genuine extenuating circumstances, and instead reinforces the importance of general deterrence. On Crown sentence appeals, there is no principled basis for exercising the residual discretion to merely declare a sentence manifestly inadequate without resentencing, as the guidance function of Crown appeals is conveyed through the resentencing decision itself.
