A premeditated shooting at close range causing catastrophic permanent injury (paraplegia) to the victim, committed by an offender on bail with no remorse and guarded rehabilitation prospects, warrants a sentence of 19 years imprisonment (NPP 13 years) for the s 29 offence of shooting with intent to murder. A sentence of 15 years 6 months (NPP 10 years 6 months) for such an offence in the high range of objective seriousness was manifestly inadequate.
