Where a Form 1 robbery offence arises from the same single episode as the primary offence (here, separate offences resulting from stealing against different victims' possessions in a 30-second robbery), the increment for personal deterrence and retribution may be limited. An offender's criminal record of a different character to the index offence does not speak to specific deterrence and community protection in the same way as prior similar offending. The interrelated mitigating factors of background deprivation, mental health and addiction circumstances should be assessed as an integrated whole rather than as separate iterative discounts, but together may significantly reduce moral culpability.
