Where an offender has an extremely low IQ (60) and a profoundly deprived background, full weight must be given to those factors in determining the degree of cumulation even where the offender is a recidivist with grim rehabilitation prospects and community protection is an important sentencing consideration. Individual sentences may be within range but the total effective sentence produced by cumulation may still be manifestly excessive if it fails to give full weight to intellectual disability and deprivation.
