A non-parole period of 75% of the head sentence for a first-time prisoner with rehabilitation prospects, family support, guaranteed employment, and a desire to remain drug-free is manifestly excessive. The purpose of fixing a non-parole period requires consideration of the offender's rehabilitation through conditional freedom under supervision, and where there is good reason to provide a significant period for supervised rehabilitation in the community, a shorter non-parole period is required.
