Where an offender voluntarily discloses guilt to offences of which police were unaware of the offender's involvement, the Ellis discount must be sufficiently significant to encourage such confessions. A combined discount of 55% for plea of guilty and Ellis-type assistance was held appropriate in this case. Voluntary disclosure of unknown guilt materially reduces the weight to be given to general and specific deterrence and significantly improves the assessment of prospects of rehabilitation.
