Where an offender will serve a substantial part of a sentence in more onerous conditions than the general prison population (due to assistance given), the upper limit for the combined discount for plea of guilty and assistance is 50%, not 40%. The 40% limit applies only where the offender will not suffer more onerous conditions. There is no 'standard deduction' of 40% — the percentage figures are upper limits, not starting points. The value of assistance is not undermined by ex post facto changes in the frequency or significance of testimony.
